Subject:

  • A growing number of city and community level experiments successfully harness the internet for new kinds of innovative eParticipatory practices. These examples include services like in Helsinki, where bicycle users interact with city planning and city maintenance on a street-level map over the internet. Typically these experiments are heavily embedded in local context (technical, cultural, organizational). This means that they are hard to transfer from a region to another. This limits their potential EU-wide impact. With thinking of “Commercial, entertainment and transferability success of Television Program Formats can be adopted in other domains as well” in mind, the aim of Movable Practices is to select 3—5 successful existing e-Participation practices, develop these with “TV Format Thinking” into easily transferable Formats, and operationalise the transfer of these Formats to 4—5 partner Smart Cities.

Partner profile sought:

A. Full Exchange Partners (Development Organizations; Living Labs; City Administrations)

  • Have one working, successful eParticipation Service Pilot (or is able to act on behalf of one);
  • Is willing to reproduce 2-4 other eParticipation Formats in its operating region;
  • Is able to work with, or is, a local city administration in such a way that the services to produce have solid commitment from the responsible eParticipative public authorities personnel;
  • Is able to invest or acquire 50% of regional/national funding for its own work Commitment size = TBC (work-load/cost of re-producing 2-4 internet-based services + formatising the own service; 50% funded).

B. Exporting Only Partners (SMEs, maybe Living Labs, maybe Development Organisations)

  • Have produced a working, successful eParticipation Service Pilot;
  • Is willing to work on formatising and exporting the pilot to other cities;
  • Has the ability to invest 50% of work in this (for example has export funding, is able to acquire export funding, has other income or venture capital);
  • Commitment size = TBC (work-load of formatising/productising it’s existing service; 50% funded).

C. Importing Only Partners (Media Companies/City Administrations/Living Labs/Other Commercial)

  • Is willing to reproduce 1-4 eParticipation Formats in it’s operating region;
  • Commitment size = dependable on the role (eg. media companies might involve differently than Living Labs; work 50% funded)

D. (possibly) Formatising Consult Partners

  • Organizations wishing to become formatising knowledge partners;
  • Are willing to take part in either formatising the experiments or helping the city administration reproduce the Formats in local regions;
  • Consulting and service localizing companies; possibly NGOs; Living Labs; Others;
  • Has the ability to invest or acquire regional 50% funding for it’s own work;
  • Commitment size = TBC (work-load of consulting work; 50% funded).
